In a large skillet, cook the ground beef over medium heat.Add the onion, garlic, salt, and black pepper and cook until the onion becomes soft and translucent.
Add the chopped cabbage to the beef and onion mixture and cook for an additional 10-15 minutes until the cabbage becomes tender. Set the cabbage mixture aside.
On a lightly floured surface, roll out each piece of dough ball into a 6-inch circle.Place a slice of cheese and about ½ cup of the filling onto each circle of dough.
